The Team

Anne Fadullon, Founding Principal

Anne brings nearly 40 years of industry knowledge and expertise to this work. Most recently she served as the inaugural Deputy Mayor for the Department of Planning and Development (DPD) for the City of Philadelphia. In this position she was responsible for leading the Department in its efforts to align expertise and service delivery across a broad range of responsibilities to further the progression of the built environment, and ensure Philadelphia is a great place to live, work and play.

In this role, Anne was tasked with creating a new unified Department from six formerly separate and distinct agencies. In addition to these city entities, her purview also included solidifying the relationship with the Department’s sister agency, the Philadelphia Housing Development Corporation (PHDC), a501(c)(3) tasked with implementing many of the City’s housing programs. To ensure coordination across the Divisions of DPD, PHDC and the public, Anne served as Chair of the Philadelphia City Planning Commission, the  Board of the Philadelphia Redevelopment Authority and the Board of the Philadelphia Land Bank.

Previously, Anne served as the Director of Development at the Dale Corporation, a private sector construction and development company; was a past President of the Building Industry Association,  a trade organization that works to further policies promoting economic growth; was Vice Chair of the Development Workshop, an entity promoting quality development; and a member of the Civic Design Review Committee, which monitors the impact of  larger development projects on the public realm. In the 1990’s, Anne was Director of Development at the Redevelopment Authority under Mayor Ed Rendell.

Anne has a Master’s Degree in City Planning from the University of Pennsylvania and a Bachelor’s of Arts in Economics and Urban Studies from Lehigh University.

She lives with her wife in Germantown and can be found solving all the worlds problems by hiking long distances in the Wissahickon.


Martha J. Cross, Principal

With a career spanning over two decades, Martha is a dynamic leader in community development. Her most recent position was serving as an interim Deputy Director in the City of Philadelphia’s Department of Planning and Development. In this role, Martha directed the work and staff of Boards and Commissions that review and approve development projects in the City of Philadelphia including the Historical, Art, and City Planning Commissions and the Zoning Board of Adjustment.

She also led special projects including grant-funded work, implementation of new technology, development of legislation, and consultant-lead plans.

Prior to her last position, Martha held key leadership roles at TRF Development Partners (now ReBuild Metro) and Group Melvin Design, where she directed real estate development projects and urban design and planning initiatives, respectively. Her expertise in navigating complex regulatory environments and fostering stakeholder partnerships has been instrumental in revitalizing distressed communities and advancing inclusive development practices.

Martha is also a respected educator, having served as an adjunct faculty member at Drexel University and the University of Pennsylvania, teaching studios and courses on urban design, real estate development, and city planning.

A sought-after speaker and panelist, Martha has presented at conferences and events nationwide, addressing topics ranging from diversity and inclusion in public contracts to historic and cultural preservation and community redevelopment.

Martha has an MBA from the Villanova School of Business, a Master of City Planning from the University of Pennsylvania, and a Bachelor of Architecture from Carnegie Mellon University.

Martha also dedicates her time to community service with the volunteer led InKind Baking Project, where she serves as Chair of the Steering Committee and bakes regularly.
